🪄 Not the Silicon Valley You’re Looking For
Portugal builds a network, not a copy-paste tech cluster.
Joana Caldeira launched Fetalix 🇵🇹, her back-pain startup, with €75k from a European fund reserved for female founders. She chose Porto over Lisbon for a straightforward reason: competition for early-stage capital is less ferocious there. A few months earlier, Braga had announced a €7m Bio-MedTech Hub, 22 laboratories, opening in 2028. These two facts seem unrelated. They are telling the same story.
Portugal 🇵🇹 did not build its tech ecosystem by copying the California playbook. It worked with what it had: universities wired into industry, a tax regime designed to attract skilled workers, and a geography it turned into an asset rather than a constraint. Lisbon hosts 300 startups through its Unicorn Factory programme, including 17 relocated unicorns since 2022, arriving from Denmark, Brazil and the United States. Porto and its region account for 1,200 startups and roughly €9bn in aggregate value. Braga, 50 kilometres north, houses the Deucalion supercomputer and is patiently assembling its biotech specialisation, node by node. This is not a concentrated ecosystem in the London or Stockholm sense. It is a network.
That distinction matters more than it might appear. Nuno Prego Ramos, founder of CellmAbs 🇵🇹 in Porto, spent six years moving from a €1.4m seed round to what he now considers a credible life sciences market. Six years is an eternity in venture capital vocabulary. It is entirely standard in biotech. Rather than pretending the two timelines are compatible, Portugal has structured R&D tax credits specifically to sustain deeptech companies through their long preclinical crossing. In Stockholm, Spotify 🇸🇪 and Klarna 🇸🇪 have produced remarkable outcomes but also a talent market that smaller companies increasingly struggle to compete in. Distributing specialisation across geography reduces some of that pressure without eliminating it.
The geographic logic is deliberate, even if it emerged organically. Braga concentrates biotech. Porto retains fintech and life sciences. Lisbon absorbs international inbound. This is gradual specialisation, achieved without central planning but within a coherent fiscal and institutional framework. The model has more in common with how Amsterdam built Adyen’s 🇳🇱 environment, or how Munich quietly became Germany’s deeptech capital alongside Berlin, than with any attempt to manufacture a single European Silicon Valley.
The constraint is talent retention. Porto competes with Madrid, London and Berlin for the profiles it trains. The answer is not to accelerate and approximate a US hub. It is to keep densifying where density already exists, and use the fiscal framework to close salary gaps rather than deny them.
What Portugal demonstrates, without having planned to, is that a European tech ecosystem can run on different fuel: patient capital, experienced family offices, well-targeted EU funds, intelligent taxation. Not a second-best substitute for the Anglo-American model. A model in its own right.

- 🇵🇱 Study. A report shows that Krakow and Małopolska mainly serve as a technology hub for global fintech giants, with few strategic decisions being made locally.
- 🇪🇺 Study. According to Writer and Workplace Intelligence, 60% of European companies are considering laying off employees who refuse to adopt generative or agentic AI.
- 🇫🇷 Accelerator. The TAg22 incubator launches its call for projects to support social and solidarity economy entrepreneurs from Côtes-d’Armor over 10 months, cohort from September 2026 to June 2027.
- 🇩🇪 Accelerator. Impact Sprint Lab launches a free 4-month incubator for first-time founders from immigrant backgrounds, combining AI, no-code and entrepreneurial coaching, available throughout Germany.
- 🇬🇧 Accelerator. GXO Logistics launches GXO Accelerator, a 12-week acceleration program for logistics startups in the United Kingdom and Ireland focused on operational innovation.
- 🇫🇮 Programme. Vantaa is opening its high-tech cluster to startups and scale-ups via the VivaTech Vantaa High Tech Cluster Startup Challenge, with direct access to its industrialists and applications open until April 20, 2026.
- 🇮🇪 Infra. Medtronic has expanded its pharmaceutical laboratory in Galway, increasing the space by nearly 50% and introducing new analytical technologies to strengthen the local medtech ecosystem.
- 🇦🇹 Strategy. Vlad Gozman defends a venture capital-free model for involve.me, relying on pivot and efficiency to conquer already established SaaS markets.
- 🇬🇧 Politics. The British government is intensifying its efforts to convince Anthropic 🇺🇸 to expand its presence in London following tensions between the group and the U.S. Department of Defense.

- 🇹🇷 AI. Dokie launches a platform that automatically converts texts, documents and videos into structured interactive presentations using AI.
- 🇮🇪 Deeptech. Valeria Nicolosi develops post-lithium batteries using two-dimensional materials, with over 40M€ raised and 8 ERC grants obtained for her research.
- 🇪🇸 Software. HeyDiga signs agreements with Audi, SEAT, Toyota and Triumph to deploy its software solution in the automotive sector.
- 🇬🇧 Robotics. Just Eat and Starship Technologies are deploying autonomous delivery robots in Barnsley as part of a pilot covering four neighborhoods.
- 🇮🇹 Fintech. Revolut 🇬🇧 receives a fine of 11.5M€ from the Italian competition authority for deceptive commercial practices on its investment and banking services.
- 🇵🇱 Fintech. Zondacrypto under pressure following an investigation revealing a 99% drop in BTC reserves according to on-chain data, while the CEO denies any liquidity problems.
