🇫🇷 Almost sovereign

The model is French. The silicon isn't.

1 avril 2026

Bruyères-le-Châtel is not a name that features in many investment decks. A village of 2,500 people south of Paris, it will shortly house 13,800 Nvidia GB300 chips and 44MW of compute capacity. This spring, it becomes the first physical infrastructure that Mistral actually owns.

The financing is notable in itself. Seven banks, led by Bpifrance alongside BNP Paribas, Crédit Agricole CIB and Natixis, have extended €750m in debt. By some distance, the largest facility raised by a European AI startup.

Until recently, Mistral ran on rented compute: Azure, Google Cloud, CoreWeave. Flexible, capital-light, sensible for a company still finding its footing. The problem is that « rented » and « sovereign » sit awkwardly together. Much of Mistral’s commercial positioning, particularly in public-sector and regulated-industry contracts, rests on the assurance that sensitive workloads stay off American infrastructure. Owning the hardware resolves the contradiction, at the cost of creating a new set of obligations.

The financial logic is defensible, if you accept the growth assumptions. ARR has grown twentyfold in twelve months, from €18m at the start of 2025 to €360m in February. At a €11.7bn valuation, servicing debt at 5-7% annually is structurally cheaper than diluting through equity again. The complication is that Mistral is not yet profitable. The banks are betting on the slope of the revenue line. That bet may well prove right. It is not without exposure.

The technical risk is harder to dismiss. Nvidia GB300s carry a commercial lifespan of three to four years before the next generation reshuffles cost-performance ratios. Buying 13,800 chips today is a wager that revenues ramp steeply enough to cover repayments before the hardware ages out. Infrastructure ownership converts a variable cost into a fixed obligation. In a sector where model pricing compresses continuously, that inflexibility matters more than the headline numbers suggest.

The sovereignty argument is more precise than it first appears. S3NS and Bleu, two French offerings with comparable sovereign-cloud positioning, are built on Google and Microsoft technology respectively. Mistral owns the AI layer from model weights to silicon. That distinction is real, though the chips were fabricated in California. European digital autonomy, for now, is assembled from components produced elsewhere.

A second data centre in Sweden follows, at €1.2bn and 23MW, operational next year. The target is 200MW across the continent by end-2027. Against AWS, those numbers are modest, but AWS is the wrong comparison. The question is whether a European AI company can own enough of the stack to make independent decisions on deployment and access without routing through San José. That turns out to be genuinely difficult to execute.
