Pleo Invoices 🇩🇰 exists because of a Spanish law. The « Crea y Crece » regulation forced Iberian SMEs onto electronic invoicing. Pleo, the Danish spend-management company, shipped a dedicated module within months. An entire product, for a single border, driven by a single national regulatory obligation.

This is Europe at its most maddening. It is also Europe at its most instructive.

The standard narrative about the continent’s tech ecosystem reads like a catalogue of deficiencies: twenty-seven markets, twenty-seven tax regimes, twenty-seven distinct commercial cultures. That framing has become so entrenched that the European Commission built its « EU Inc. » proposal around it, unveiled last March: one incorporation to operate across all twenty-seven member states. The ambition is genuine. So is the irony. The companies that have already fought their way across European borders will tell you that incorporation was never their real problem.

Pleo 🇩🇰 spent a decade growing from a Copenhagen startup to 40,000 business clients across 16 countries, raising roughly €400m along the way. The path left marks: two rounds of layoffs, a valuation writedown by Kinnevik 🇸🇪. But each scar came with something earned. Product rebuilt under Spanish regulatory pressure, positioning adjusted for French market rigour, compliance stack reworked country by country. Mollie 🇳🇱 did something comparable in payments. Personio 🇩🇪 did it in HR software. Klarna 🇸🇪 did it across consumer lending. Companies assembled market by market, with an operational patience that Silicon Valley’s growth model makes structurally impossible.

A startup that has navigated PSD2, German accounting compliance, and Spanish invoicing rules within the same decade has developed capabilities a San Francisco competitor never had to build. It knows how to localise in depth, not merely translate. It learns to anticipate regulators rather than route around them. It hires teams that think about the market before they think about headquarters.

EU Inc. will lower the barrier to entry, and that is useful. But it will not dissolve the gap between a German client who demands control and a Nordic client who prizes simplicity. The real European friction is cultural and commercial, and no harmonised legal regime will eliminate it.

This should not tip into romanticism, though. Friction also kills. It starves good companies of the speed they need to reach defensible scale. Revolut 🇬🇧 reached €33bn from London, but a comparable fintech starting from Lisbon or Helsinki faces the same compliance maze with a fraction of the resources. Survivorship bias is not a strategy.

The narrower claim holds. The startups that have built the operational tissue to manage regulatory divergence across jurisdictions possess a structural advantage when they expand internationally. Friction and duration are not signs of incompetence. They are the manufacturing costs of a company built to last, and the investors who fail to grasp this will keep funding businesses that break at the first difficult market.
