In Narvik, Nscale 🇬🇧 is raising an Arctic data centre campus, €670m signed by five European banks. Microsoft will fill it, close to €5.7bn pledged on the site. European concrete, American tenant.

Reading this as money wasted on low-margin plumbing misses the point. Compute is the chokepoint of AI. Whoever holds the data centre decides who trains what, and under whose law, which is why a US executive order can reach the workloads sitting inside European concrete. Infrastructure is leverage. The sovereigntist is right, and that makes the problem sharper, not softer.

Because Europe builds the strategic asset and hands away the strategic share in the same breath. Narvik is the exception, and even there Microsoft occupies the capacity. Brussels ran a ‘sovereign cloud’ tender on 17 April that repeats the move a level up: four consortia, €180m at best over six years, and one of the winners runs on Google Cloud technology, which the Commission states plainly. Sovereignty in name only.

STACKIT 🇩🇪 is the outlier in that same tender. Behind the brand sits the Schwarz group, owner of Lidl and Kaufland, committing €11bn to a data centre at Lübbenau, its largest investment to date, from its own cash, asking Brussels for nothing. One private site outweighs the entire tender sixty times over. Sovereign capacity exists. Schwarz pays for it out of pocket.

So capacity was never the constraint. What leaks is capital. Europe produces more startups a year than the United States, and venture returns here run around 6 points higher. The talent is here, the returns too. Yet continental pension funds park between 0.01% and 0.12% of their assets in venture, against close to 2% in America. Nordic funds keep 70% of their allocation at home, which makes the gap a choice and not a fate. Force that allocation home, though, and you risk captive money chasing weaker deals, a tension the continent has not settled. Starved of domestic backing, a growing scale-up reaches for American capital, 35% of its funding, then lists where that capital waits.

The software layer needs no tender at all. Personio 🇩🇪 valued at €7.9bn on SME payroll, Celonis 🇩🇪 at €12bn on a category it invented, DeepL 🇩🇪 selling to half the Fortune 500. None stays put: DeepL is weighing a New York listing worth up to €4.6bn. The lucrative layer gets built here and sold elsewhere. From the founder’s chair, none of that is irrational.

The floor barely matters. Concrete or software, both drain through the same hole. Europe builds the asset, rents the keys, sells the building. Not because it cannot build. Because its money will not stay.
