🤖 PLC Meets Model
Selling inference to lines that never bought software.
DeepL 🇩🇪 now translates for half the Fortune 500. That is a translation department no one will ever hire. Nobody files it under AI triumph. It is the quiet shape of the largest market forming in Europe: software that absorbs the work a shrinking workforce will no longer do.
The engine is demographic. Germany 🇩🇪 could be short 768,000 skilled workers by 2028, and the working-age population falls in 22 of the EU’s 27 members by 2050. Italy, Spain and France sit on the same curve. These posts will not go through redundancy. They will stay empty for want of applicants, a demand that deepens on its own for twenty-five years.
DeepL 🇩🇪, Celonis 🇩🇪, SAP 🇩🇪, Siemens 🇩🇪 factory automation: nothing connects these firms except that each makes shrinking headcounts produce more. Celonis finds, across more than a quarter of the Fortune 500, the work no employee will ever have to redo. At Amberg, Siemens cut defects by 75% with AI on a line that ships six million modules a year. The top bricks already exist.
The best software in the world is worth nothing if the Mittelstand will not buy it. A Horváth study from January 2026 puts German SMEs’ AI spending at 0.35% of revenue, down, against a market average of 0.5%. Barely a quarter of German firms with ten or more staff use AI at all. The country ageing fastest is braking exactly when its age pyramid tells it to accelerate. And a shortfall need not be met by software: migration and offshoring have closed European gaps before, and a market that refuses to buy for a decade may not be much of a market. The bullish case assumes the shortage stays a software problem for twenty-five years, and that is an assumption dressed as a forecast.
Capital has read the same page. European AI startups raised more than €20bn in 2025, and in the first quarter of 2026 AI took more than half the continent’s venture capital for the first time. All four of the quarter’s largest rounds went to AI, the biggest, €1.8bn, to Nscale 🇬🇧, a data-centre operator. That layer is legible, it benchmarks, it resells, and the sovereignty story pays. The vertical software that actually serves the labour gap moves slower, one product per trade, long sales into mid-sized firms with no AI function, and draws less money for its trouble. The gap is structural rather than a phase the cycle will later close, because the slower and less liquid layer will always take the thinner cheque.
So the largest European software companies of the decade may well be built where the arms are missing. On the condition, rarely priced in, that someone has the patience to sell to factories that have never once bought AI.

- 🇮🇹 Policy. Italy adopts two decrees transposing the AI Act, designating Agid 🇮🇹 as the notification authority and Acn 🇮🇹 as market supervisor, with penalties up to €35M or 7% of turnover.
- 🇦🇹 Politics. Austria is asking the European Commission 🇪🇺 to examine the possibility of bringing Anthropic under European rules, seeking a legal and operational solution.
- 🇬🇧 Investment. The British government is investing €679M over four years in defence infrastructure, including the construction of a new laboratory for the Dstl 🇬🇧.
- 🇬🇧 Investment. The British Business Bank 🇬🇧 has invested over €700M in British science and tech scaleups, bringing its direct portfolio to over 50 high-growth companies.
- 🇮🇹 Study. Investments in startups reach €616.19M in H1 2026, with €36.42M in June (18 deals). Notable operations: Oversonic robotics 🇮🇹, X-nano 🇮🇹.
- 🇪🇸 Study. June 2026 marks a new record for Spanish startups with 894M€ invested across 43 deals, surpassing December 2021 (729M€).
- 🇪🇺 Study. In Scandinavia, 105 startups are worth a total of 516B€ and reach Series C with only 63M€ raised on average, half less than the American level of 128M€.
- 🇫🇷 Program. Cannes Lérins launches the Climate Solutions 2026 call for projects for its 5th accelerator, now open to local authorities and large companies, startups and SMEs can apply.
- 🇪🇸 Programme. Eight finalists chosen from 151 proposals (132 startups) will participate in the Reto ONCE Innova to develop real pilots with ONCE 🇪🇸.

- 🇪🇸 AI. Latitude 🇪🇸 becomes an open-source observability platform dedicated to AI agents, aiming to capture and leverage their customer conversations.
- 🇫🇷 Defense. The DGA 🇫🇷 orders 5,000 small drones from Harmattan AI 🇫🇷, deliveries to the Army by early 2027. Dassault Aviation 🇫🇷 is an investor.
- 🇩🇪 Defense. SE3 🇩🇪 emerges from the shadows with a Spatial AI platform for autonomous systems, backed by Lakestar 🇨🇭, Seedcamp 🇬🇧 and EWOR 🇨🇭, ongoing contract with the Bundeswehr 🇩🇪.
- 🇵🇱 Defense. PGZ 🇵🇱 and TAF Industries 🇺🇦 have signed a protocol to study the production in Poland of small FPV drones and electronic warfare systems, with a final agreement expected by year-end.
- 🇫🇮 Defense. ICEYE 🇫🇮 signs a partnership with the Swedish Armed Forces 🇸🇪 to provide sovereign satellite ISR capabilities and strengthen NATO’s Nordic, Arctic and northeastern flank resilience.
- 🇫🇷 Fintech. Crédit Agricole CIB 🇫🇷 and Pasqal 🇫🇷 announce the next phase of their collaboration: first deploy optimized classical algorithms then experiment with quantum computers, targeted production 2028.
- 🇮🇹 Fintech. Syrto 🇮🇹 integrates its database of 1M companies into Microsoft Copilot, making financial intelligence accessible in the enterprise, presented with Banca Sella 🇮🇹, BIP 🇮🇹 and Moresi 🇮🇹.
- 🇬🇧 Fintech. SumUp 🇬🇧 launches a customer account that returns 5% cashback at SumUp merchants and eliminates merchant fees. Target expansion to 38 markets.
- 🇦🇱 Fintech. Jet Bank 🇦🇱 launches Albania’s first 100% digital bank following the obtainment of its license, 75,000 people on the waiting list, built on Backbase 🇳🇱 stack.
- 🇨🇭 Health. The University of Basel 🇨🇭 presents MIR, a micro-robot for shaping teeth before crown placement, tested on models with accuracy below 0.2 mm, funded by Innosuisse 🇨🇭.
- 🇬🇧 Mobility. After demonstrations on Jeep, Wayve 🇬🇧 obtains Stellantis 🇳🇱’s backing for a US rollout, putting the startup up against Tesla and Waymo.
- 🇫🇮 Hardware. IXI 🇫🇮 presents autofocus glasses with no moving parts, ramping up production and an estimated market of 1.1B€ in 2025 and 3.8B€ in 2030.

- Mitsopoulos 🇬🇷 : Revenue of €55M in 2025, target of €60M in 2026. Annual growth of 10% in a difficult economic environment.
- Essnce 🇸🇪 : €155M in revenue in 2025, +78% vs 2024. Operating profit of €39.6M, up from €19.7M the previous year.
- Moralis 🇸🇪 : significant losses, revenue decline. The company is betting on a cost reduction program following a drop in its valuation.
- Banca Transilvania 🇷🇴 : 800,000 Star payment cards issued, 50,000 partner merchants. Market leader in cards in Romania with an ecosystem of 8.5 million cards.
