Of the €3bn in Mistral’s 🇫🇷 Series D, announced on Tuesday, the biggest cheque comes from a memory-chip maker. The largest round ever closed by a private European tech company: a €21.3bn valuation against €11.7bn a year ago, Samsung 🇰🇷 in the lead, the Scaleup Europe Fund 🇪🇺 run by EQT 🇸🇪 and PSG Equity as co-leads, half the money European. Samsung Ventures 🇰🇷 was already on the cap table. This time the parent signs directly, for its production lines.

A year earlier, ASML 🇳🇱 had opened the Series C with €1.3bn for 11% of the company. The lithography machine and the chip that comes out of it are now shareholders in the same lab, whose models already run on the shop floor at Airbus 🇪🇺 and BMW 🇩🇪. A chipmaker invests on a fab’s horizon, ten years, and wants a supplier still standing at the end. It is the only capital that thinks more slowly than Brussels, which is to its credit.

The Scaleup Europe Fund 🇪🇺, €5bn targeted with €1bn from the Commission, has since August co-led Lovable’s 🇸🇪 €340m Series C, written its first cheque at ICEYE 🇫🇮, then co-led Mistral: three countries in five weeks, from a Brussels vehicle everyone expected to find in comitology. A chaebol is in the driving seat, not the fund, but Europe had never had a public vehicle that co-signs at growth-fund pace.

On 12 June a Commerce Department directive barred Fable 5 and Mythos 5 to every foreign national, which is to say every desk in Europe. Anthropic, unable to sort its customers by passport, switched everything off. Nineteen days. Mistral’s cluster at Bruyères-le-Châtel, south of Paris, 44 MW financed with €700m of debt from seven banks, is live. Borlänge follows in 2027, €1.2bn with EcoDataCenter 🇸🇪. A model served from European soil does not go dark on an order from Washington.

Since August GLM-5.2 has been running on Mistral’s infrastructure, weights hosted in Europe. Z.ai 🇨🇳, which trained it, has been on the US Entity List since 2025. Part of the ecosystem called it surrender. A Chinese model served from Europe, keys held by the customer, is more sovereign than an in-house Large 3 consumed via a US hyperscaler’s API. Mistral becomes the commensal of Chinese labs that publish their weights. Nothing glorious in that, and it holds. For as long as those labs keep publishing.

An operator has an operator’s accounts: 200 MW by end-2027, 1 GW in 2030, and €3bn does not buy a gigawatt. Concrete can be refinanced, Bruyères has shown as much, and the demand is written into the rulebook: a bank under DORA must be able to audit and exit its provider, which an operator south of Paris sells and a hyperscaler tolerates. Nobody else will pay for training the house models, the one line item that keeps the shelf stocked without Beijing. A lab that is allowed to stop cannot be bought back.
